In continuation of my Confidential Despatch

4952 4of the 23rd. of September, I have the honour to trensuit for your

consideration the enclosed copies of correspondence with the Hong-

-kong General Chamber of Commerce on the subject of (a) the

conduct of the liquidations of German firms and (b) the future of

British and German trade in Hongkong and China after the war.

I shall be glad of your directions on the 10th.

paragraph of the reply to the Chamber's letter of the 4th. of

January, and I would invite your attention to the suggestion made by the Chamber in paragraph 11 of their letter of the 5th. of

January.

In connection with the allegation of the Chamber that liquidations are being unduly delayed and that secur- -ed creditors are holding on to their securities to the prejudice of unsecured creditors, I enclose copy of a letter which has been

addressed to 6 firma who are acting as Liquidators and of a letter addressed to the Hongkong and Shanghai Banking Corporation. I shall report the result of these enquiries in due course.
